Chapter 3 – Challenges & Barriers for Inclusive Learner Engagement

Achieving inclusive engagement involves addressing challenges that hinder participation, especially for underrepresented groups.

We must be able to identify these challenges and barriers and then be able to deal with them. For example, systemic biases, such as assumptions about learners’ leadership potential based on gender or socioeconomic background, can discourage participation. Similarly, cultural barriers can limit students’ confidence to engage meaningfully in governance or other institutional roles. Key barriers include:
